Marc Cooper, a resident of Bywater in the 1970's, a carpenter by trade and later the Director of the Vieux Carre Commission, chained himself to the Alvar Branch Library building in an attempt to reopen the branch, seeking media attention that never materialized. The building has since been restored and now serves the community of Bywater.

The New Orleans Avant-Garde can be found in the studios of artists, writers and friends and in cafés, galleries and other venues in the St. Claude corridor, the lower French Quarter, in Mid-City and at the Alvar Branch Library in the Bywater neighborhood where artists and literati hang out.
